Refreshed expenses with more flexible mileage and tax handling

This release brings a cleaner look to Expenses, along with more control over how expenses are calculated:

• Refreshed design. Expense categories now use a card-based layout in place of the old dropdown, making it faster and more intuitive to pick the right category (meal, lodging, airfare, general, and more). You’ll also notice general UI polish across lists, columns, and buttons.
• Multiple mileage rates. Expenses are no longer limited to a single mileage rate. You can now configure multiple rates, so reimbursements reflect the correct rate instead of one default for everyone.
• Editable tax amounts for approvers. When tax presets are configured, the tax amount is no longer grayed out for approvers. They can now enter or adjust the tax amount on an expense directly.
